A Note From Our CEO

This Work Matters.
We Treat It That Way.

Water isn’t optional. The communities we serve depend on their systems working correctly, every single day and that responsibility is something I take personally.

Years in municipal public works taught me what great utility management actually requires. I came back to WWSVC because it’s one of the few companies that delivers it. My father built WWSVC on the principle that clients deserve honest, capable management from people who actually show up, with deep knowledge and experience. That hasn’t changed. What has changed is the depth of the team behind that promise. Our people bring over 400 combined years of water and wastewater expertise to every system we manage — and I fight hard to make sure every client gets the full benefit of that.

You have my word on it.

Wastewater & Water Utility Management

Local Knowledge.
Certified Expertise.
Total Accountability.

There’s no shortage of utility management companies. What’s rare is one that combines deep regional knowledge, fully certified operators, and the willingness to be genuinely accountable for every system they touch.

WWSVC doesn’t subcontract your accountability to a national call center. We’re based in Mount Vernon, WA, we know Western Washington’s regulators and infrastructure firsthand, and our team brings over 400 combined years of water and wastewater expertise to the work. When something needs attention — whether it’s a compliance question at 10 a.m. or an emergency at 2 a.m. — we’re the ones who answer.

Our Mission

Safe Water. Reliable Systems. Supported Communities.

Every decision we make comes back to one thing: the people at the end of the pipe. The families drinking the water. The businesses depending on reliable service. The boards and operators responsible for keeping it all running.

WWSVC exists to make that responsibility easier to carry. We do it as water and wastewater managers who treat every client system with the same care and rigor we’d want applied to our own — compliant, well-maintained, professionally operated, and backed by a team that treats every client system like it’s the only one we manage.

Forty years of showing up will do that to you.

What We Stand For

The Principles We Run Every System By

Utility management is a trust business. The communities we serve can’t see inside the pipes, can’t monitor the compliance filings, and can’t always evaluate whether their system is being managed well — until something goes wrong. That’s why our values are operational commitments.

We run every system with compliance as the baseline, not the goal line. We show up reliably in the field, on the phone, and in the paperwork. We take accountability seriously, meaning we own outcomes rather than explain them away. And above everything, we manage with public health and community wellbeing as the standard every decision gets measured against. That’s what it means to do this work right.

Our History

Built on Western Washington Water. Since 1983.

Founder Kelly Wynn didn’t set out to build a utility management company. He set out to build a better life. He came to Anacortes from California with a bit of money, a young family, and a work ethic shaped by hard labor — landscaping, mill work, whatever it took. A job with the Town of La Conner introduced him to wastewater operations. Night classes at Whatcom Community College gave him the knowledge to go deeper. And what he saw inside municipal systems — overstaffed, inefficient, expensive for the communities depending on them — gave him a reason to do it differently.

He started WWSVC in 1983 with a simple founding principle: service. Not a revolutionary idea, but one the industry often forgot. He built quietly, account by account, reputation by reputation and along the way, found that the right people made all the difference. The company Kelly built wasn’t just his. It belonged to every person who showed up, did the work, and held the standard.

Kelly’s son, Kevin Wynn, grew up around the company in meetings, in the field, absorbing that standard firsthand. He left to prove himself independently, rising quickly through public works management, then returned with sharper skills and fresh systems. Today he leads a team WWSVC considers family — experienced, dedicated people who bring over 400 combined years of expertise to the work, and who Kelly, for his part, credits just as much as anyone for what this company has become.

Forty years in, the name on the door is still Wynn — and the people behind it are still the reason it means something.
